One way to use the platform is to have one general list with all your contacts inside and their subscriptions are going to be managed by the publication tool. You can simply import your contacts twice; once while choosing the first publication (this first publication is created simultaneously when you create the list) and once choosing the second publication. This way, your contacts are going to receive both publications. (You can do the same steps with a second list.)

As another example, you could have a different file of contacts for each publication, meaning you would create your general list and import the first file while choosing the first publication and add contacts to the same list, but this time choose your second contact file and second publication.

Keep in mind that publications are there to help you and to simplify the platform by making you do fewer lists. As well as being more efficient, your subscribers will have the choice, if they ever want to unsubscribe, to unsubscribe for either publication.
